Russian President Vladimir Putin will reportedly meet with Russian oil companies one week prior to OPEC's meeting in November. OPEC and Russia have already agreed that oil production cuts are needed to stabilize global oil markets. Just after noon on Friday it seemed as though stocks were going to finish the week slightly lower for the week but then the news from the FBI regarding new emails rocked the market. The S&P futures dropped 20 points in just over an hour. Though the market recouped much of these losses the tone of the market definitely changed.Investors are wondering whether the start of the new month will mark the start of a new more friendly market or whether the end of October is setting the stage for more investor pain. PetroChina, China's largest oil and natural gas producer, saw profits for the third-quarter plunge by 77% as the more than two-year roil in global oil markets and low oil prices hit the company hard. The company also posted slower crude production, which will force China to rely more on foreign supplies of crude oil.

A big top in the market, Notwithstanding more easy money from global central banks, the stock market is forming a huge top and is getting weaker, not stronger. Keep in mind, every bull market in history has a definitive beginning and a definitive end. This bull market began in early 2009 and is getting "old" by any normal measure. That means, we are getting closer to the end of this stubborn bull and closer to the next bear market. It is important to keep that in mind as you position your portfolio if the market continues to fall.

Oil market doldrums have created financial pain for Saudi Arabia, once thought immune to any oil market downturn. The kingdom has already announced that it wants to wean itself off of over-reliance on oil revenues, but there are still other steps that can be taken, including examining its expensive role in the war in Yemen.
